Aquarion Water Company plans to install a new water main from the Hemlocks Reservoir in Fairfield to Coleytown Road in Westport as part of its long-term strategy to strengthen the resiliency of the water system across Fairfield County.
Aquarion is working with AECOM, a consulting engineering firm, to design a new 36-inch diameter water main. The initial phase of the work is located in Fairfield and Westport.
Public Information Meeting
A community meeting will be held on Wednesday, June 24, 2026, at 6:00 p.m. at the Patterson Club, 118 Cross Highway, Fairfield, CT.
There will be a presentation regarding the project and an open discussion regarding the significant impact to normal traffic flow throughout the northern portions of Fairfield and Westport during the project’s construction period. Residents and public officials are strongly encouraged to attend.
Project Overview
The pipeline design and construction are divided into phases. The first phase of the work begins in Fairfield at the Hemlocks Reservoir on Black Rock Turnpike and proceeds approximately 4.4 miles into Westport to an underground connection at the intersection of Coleytown Road and Easton Road (CT Route 136).
There will be another phase of work that will extend the new 36-inch water main from the location on Coleytown Road in Westport to the existing water storage tanks on Belden Hill Road in Wilton.
Proposed Route
The route begins at the southern end of the Hemlocks Reservoir on Black Rock Turnpike (CT Route 58) and follows these streets:
In Fairfield
- West on Hemlock Road
- North on Burr Street
- West on Aran Hill Road
- North on Congress Street
- West on Longmeadow Road
- South on Redding Road
- West on Catamount Road into Westport
In Westport
- Southwest on Easton Road (CT Route 136)
- Ending at the intersection of Coleytown Road and Easton Road
Project Status
On-site tasks for the design of the pipeline were completed in 2025. These activities included:
- A topographic survey was completed, and a soil scientist flagged the inland wetlands within the street rights-of-way.
- Soil borings were taken to investigate the soil conditions after a vacuum excavation crew confirmed there were no existing utilities.
- Test pits were excavated by vacuum methods to allow AECOM access for measuring specific buried utilities of interest.
With on-site tasks complete, AECOM is currently working on finalizing the design of the water line.
Project Duration and Schedule
Construction is expected to begin in August 2026.
Construction activity may be reduced in the winter months for inclement weather. Due to the large pipe diameter and the significant length of the pipeline, it is expected that this phase of the physical pipe installation will be completed by the end of 2027. Final road restoration will be completed in 2028.
